Artificial intelligence is making promising strides in Tajikistan with the launch of Moni, the country’s first AI-powered legal assistant trained in local law. Even more remarkably, the tool was created by a 15-year-old student from Dushanbe — Foteh Azizov, a 10th-grade student at School No. 6.

 

A simple idea born from observation

Foteh says the idea for Moni came naturally. While helping out at his uncle’s law firm, he noticed that legal language was difficult to understand — even for educated people, let alone the general public.

“Laws are written in a very complex style with lots of technical terms. I realized there should be a tool that could explain the law in simple and accessible language for everyone,” Foteh recalls.

He pitched the idea to his uncle, who supported the project and handled the organizational side. Foteh focused on the development. The initiative was also backed by AAA Law Offices, one of Tajikistan’s leading legal firms.

 

From idea to innovation

Moni was Foteh’s first major project. He taught himself the basics of AI modeling, experimented through trial and error, and gradually built the platform. A professional developer also supported the project by refining the website’s design and functionality.

Today, Moni is a free online tool that helps users interpret laws, find relevant legal codes, and get quick answers across various legal fields — from taxation and land law to business and labor rights. It supports queries in Tajik, Russian, English, and Kazakh, and does not collect personal data.

·         To ask a question, users simply select a legal category and phrase their query using prompts like:

·         “What does the law say about…”

·         “What rights/responsibilities are…”

·         “What is stipulated in the code regarding…”

The same content is also available via Moni’s multilingual Telegram channel.

 

Rising popularity and future plans

Moni has become more popular than its creators expected. The platform now sees daily user traffic and has attracted over 500 subscribers on Telegram. Common questions include:

·         How to register a company in Tajikistan?

·         When can you resign without notice?

·         What’s the difference between an individual entrepreneur and an LLC?

·         How is paid vacation compensation calculated?

·         What’s the fine for not wearing a seatbelt?

·         What is the VAT rate in Tajikistan?

The most popular legal topics are taxation, business registration, labor law, civil law, and administrative offenses.

When asked about future projects, Foteh says: “We have lots of ideas, but our main goal right now is to make Moni even more helpful and accessible. We want to keep it free, easy to use, and a go-to legal advisor for everyone.”
