The Afghan authorities have reportedly extradited three suspect terrorists to Tajikistan.  Two men and one woman (all of them are nationals of Tajikistan) were detained by Afghan security services more than two months ago.  

A 34-year-old woman from Khatlon’s Muminobod district Safargul Odinayeva, her five-year-old son Umar, a 33-year-old resident of Hisor Township (districts subordinate to the center) Khoushnoud Makhsumov and a 31-year-old resident of Dushanbe Jamoliddin Hasanov were extradited to Tajikistan last week, a source at the Tajik law enforcement authorities told Asia-Plus today morning. 

“The five-year-old Umar has been handed over to his mother’s parents,” the source said. 

According to him, Odinayeva, Makhsumov and Hasanov were detained by the Afghan security services on suspicion of being involved in terrorism more than two months ago.  Forged Afghan passports were reportedly confiscated from them.   

Criminal proceedings have been instituted against Odinayeva, Makhsumov and Hasanov under the provisions of Article 401 of Tajikistan’s Penal Code – mercenary activity; an investigation is under way.

“The preliminary investigation has established that they traveled to Afghanistan via Russia and Iran,” the source added.  

Recall, Tajik parliament endorsed ratification of a government-to-government on extradition between Tajikistan and Afghanistan on February 16 this year. 

The agreement on extradition between Tajikistan and Afghanistan was signed in Dushanbe on May 10, 2016 during Afghan President Ashraf Ghani’s visit to Tajikistan.

Under the agreement, the parties extradite to each other, pursuant to the provisions of the agreement, persons sought by the authorities in the requesting state for trial or punishment for extraditable offenses.
