Tajikistan’s Islamic Center has posted an appeal to the public on its official website.  The Islamic Center notes in its appeal that the prayer should be offered at mosques but not in streets.

The appeal, in particular, says that Islam prohibits offering the prayer in dirty places.  “The prayer should be offered at mosques and clean places but in public places and sidewalks,” the appeal says.

The Council of Ulema of the Islamic Center of Tajikistan calls on Muslims to observe culture of visiting mosque and participating in Friday prayers. 

The Council of Ulema refers to the hadith by Abdullah ibn Umar, which says “The Prophet of Allah (pbuh) noted that it is not permissible to offer the prayer in seven places: the top of the house of Allah (the Ka'bah), the graveyards, the dung heaps (i.e.,waste areas), the slaughter houses, the restroom, the resting places of camels and the middle of the road.”
