DUSHANBE, April 6, 2009, Asia-Plus — President’s annual address to parliament is one of the most important political events in life of any country and it should contain answers to the most topical questions of interest to society, Tajik political scientist Parviz Mullojonov said in an interview with Asia-Plus.

“For Tajikistan, such questions are, first of all, problems of economic development and employment,” Mullojonov said.  According to him, one of the most significant issues that should be touched upon in the president address is possible consequences of the global economic crisis and anti-crisis measures taken by the government.  “I think Tajik society currently looks to the president for answers to these questions,” said the expert, “In this connection, I suppose that the president will touched upon these issues anyway.”

He further noted that under conditions of economic and social crisis role of parliament usually increased significantly.

“The point is that real strategy of coming out of crisis is impossible without adoption of a number of specific laws and other legal acts aimed at creation of conditions for minimization of undesirable consequences of the crisis and effective parliament should be quite independent under such conditions as interlink between society and the government,” said the political scientist, “MPs should not just vote for adoption of laws but they should initiate and work out laws and submit them to the government by themselves.”

President Emomali Rahmon will make annual address to the parliament on April 15.
