Russia lifts summer grade diesel fuel export ban

Citing the Ministry of Energy of the Russian Federation, Russian media reports said on November 22 that the Government of Russia has decided to lift the ban on summer grade diesel fuel exports. 

"The government of the Russian Federation made the decision to lift the temporary ban on summer grade diesel fuel exports, introduced on September 21 as part of a package of measures to stabilize the price situation in the domestic engine fuel market," the ministry informed, according to TASS.

The domestic market has been saturated during two prior months with marketable diesel fuel of all grades and motor gasoline, the ministry added.    

Recall, Russia, the world's top seaborne exporter of diesel, introduced a ban on fuel exports on September 21 in order to tackle high domestic prices and shortages.  Only four ex-Soviet states – Belarus, Kazakhstan, Armenia and Kyrgyzstan, which are member nations of the Eurasian Economic Union (EAEU) — were exempt.

The government eased restrictions on October 6, allowing the export of diesel by pipeline, but kept measures on gasoline exports in place.  Overseas supplies of diesel and other fuels by truck and railway also remained prohibited at the time.

Russia provides the bulk of Tajikistan’s fuel imports – about 86 percent.  

According to data from the Antimonopoly Agency under the Government of Tajikistan, Tajikistan has imported about 452,000 tons of petroleum products over the first six months of this year; 85.4 percent of them have been imported from the Russian Federation.

Since 2013, more than 90 percent of all petroleum products have been imported into Tajikistan from Russia on concessional terms.

The agreement on duty-free Russian oil product deliveries to Tajikistan was signed between the governments of Russia and Tajikistan in Moscow on February 6, 2013

Under this agreement, the sides consider and endorse the indicative fuel balance for the next calendar before October 1 of each year.  Fuels delivered in addition to the indicative fuel balance will be liable to export duty.

Russian petroleum products delivered to Tajikistan in the volumes not exceeding those agreed on indicative balance are not subject to re-export to the third countries.
