The Russian Ministry of Internal Affairs has developed a draft of a new anti-extremism strategy, which includes creating a database of Russians who have left the country to join extremist organizations or receive training in “unfriendly states,” Meduza reports.

This measure is reportedly listed under “law enforcement activities” in Article 35 of the strategy.  The draft does not clarify what constitutes “unfriendly state centers” or what specific data the database will contain.

The draft is currently under discussion and has not been finalized.  This proposed measure is reportedly part of the broader policy directions for combating extremism outlined in the strategy.

According to Meduza, the current strategy, effective until 2025, does not mention such a database.
