Tajikistan is home to over 170,000 people with disabilities, making up 1.59% of the country's total population of 10.7 million, the lowest percentage among post-Soviet states.

According to the Ministry of Health and Social Protection of the Population of Tajikistan (MoHSPP), significant programs are set to be launched in the coming years to improve the quality of life for people with disabilities.

"One of the key initiatives will be the introduction of case management and an intersectoral approach. These methods aim to coordinate the efforts of various services — social, medical, educational, and legal — to provide comprehensive support to vulnerable populations, including those with disabilities," the Ministry stated.

The country also plans to implement new methods and innovative technologies for rehabilitation and improving the quality of life for people with disabilities. The main goal is to create the most accessible environment for people with disabilities across various spheres of life, including daily living, culture, law, and education.

Special attention will be given to improving living conditions in nursing homes for the elderly, disabled, and those with psychiatric and neurological conditions. The program also includes the modernization of assistive technology production, expanding the range of rehabilitation tools, and prosthetics and orthotics.

These steps have been officially included in state programs.

As of October 1, 2025, 170,417 people in Tajikistan are receiving disability pensions. Since 2021, the government has reviewed pension amounts annually and introduced new methods and technologies to improve the process of assigning and distributing these pensions.

To enhance the service provided to citizens, the Social Insurance and Pension Agency has launched a Contact Center, available via the short number 3900. The center offers information about pension assignments and assists citizens with submitting applications and required documents.
