DUSHANBE, February 10, 2011, Asia-Plus — The Islamic Revival Party (IRP) offers taking the Agency for State Financial Control and Combating Corruption out of jurisdiction of the executive power and putting it under the jurisdiction of the parliament or judicial system, Umarali Hisaynov, the first deputy chairman of the IRP also IRP member in the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament), told Asia-Plus in an interview.

According to him, this suggestion is conditioned by the fact that according to the official statistical data “some 80 percent of the corruption-related crimes in the country are committed by representatives of the executive power.”

“It is logical that people committing major part of the corruption-related crimes do not have the moral right to supervise the body empowered to combat corruption,” Hisaynov said.

He stressed that all political parties participating in the 2010 parliamentary elections stated in their election programs that fight against corruption would be one of priorities of their activities.

“At that time, the Islamic Revival Party offered withdrawing jurisdiction of the executive power over the anticorruption agency and some political parties supported our suggestion,” IPR MP, “Elections have passed, programs have been forgotten and the authorities’ promise to study election programs of all political parties and realize separate parts of them also remain only on paper.”

We will recall that President Emomali Rahmon signed a decree establishing the anticorruption agency on January 10, 2006. It performs functions previously carried out by the State Financial Control Committee, Main Tax Police Directorate, Directorate for Combating Corruption, and other agencies.
