DUSHANBE, November 16, Asia-Plus – Over the first nine months of this year, debts of large taxpayers have increased by 86.2 million somonis, bringing a total amount of their tax debts to 145.5 million as of October 1, according to the Large Taxpayers Inspectorate (LTI) within the Ministry of State Revenues and Tax Collections (MoSRTC).  By January 1 2006, their total tax debts had amounted to 59.3 million somonis.    

The LTI source said that tax debts of enterprises subordinate to the Ministry of Energy have amounted to 67.3 million somonis as of October 1. 

“The tax debt of Tajik Aluminum Plant (TadAZ) has amounted to 50.6 million somonis to this date,” the source noted.   

Among the most incorrigible nonpayers are also open joint-stock company (OJSC) Ismoili Somoni – 21

Century (7.1 million somonis), closed joint-stock company (CJSC) TojikAzot, JV Tamer (1.9 million somonis), JV Obi Zulol (1.7 million somonis), Zeravshan Gold Company (1 million somonis), CJSC Karimi Olimzod (800,000 somonis), OJSC TursunzodaGaz (826,000 somonis) and Tekstilmash (more than 500,000 somonis).  

According to the source, materials of 17 large taxpayers for a total amount of 66 million somonis have moved to courts.  

“Over the first three quarters of this year, large taxpayers have transferred to the country’s national budget 293.2 million, which is 46.1 million somonis more compared to the same period of last year,” the LTI source said, noting that payments by large taxpayers have accounted for 53.8 percent of a total amount of receipts to the MoSRTC Tax Department (544.6 million somonis).  

“Over the past several years, a number of large taxpayers in the country has decreased from 200 to 166,” the source said, noting that at present a list of large taxpayers includes TadAZ, large joint ventures (Zeravshan Gold Company, Kabool-Tajik Textiles, Javoni), as well as all large commercial banks operating in the country.  

The Large Taxpayers Inspectorate was established in 1999.  The inspectorate was set up for the purpose of providing an efficient management of taxes.
