DUSHANBE, October 5, Asia-Plus  — The participants in today’s CIS summit will discuss, first of all, the issues of the Commonwealth existence.

The main item on the CIS meeting agenda will be the discussion and approval by the heads of state of the draft Concept of further CIS development and draft Plan of main measures aimed at its implementation that were prepared and coordinated by the intergovernmental working group at the level of deputy foreign ministers.  The main task of these documents is the consistent reforming of the Commonwealth for a long-term prospect.

Besides, the CIS heads of state will be also discussing issues related to security, public order and migration problems. 

In all, 21 issues have been tabled to the summit: two of them are supposed to be discussed and documents on 19 others will be discussed without discussions. 

Experts foresee a rather intensive discussion of the concept and the plan of actions. 

Itar-Tass cited Sergey Prikhodko, an aide to the Russian president as saying, “CIS difficulty is in ensuring obligatory fulfillment of decisions, because one decision is signed, for instance, by four states and another one – by another three.” Prikhodko also specified that “Georgia and Azerbaijan did not take part in the final stage of the document preparation and they will most likely not sign it.” However, if the document is signed by other countries it will be in effect for all.

According to Itar-Tass, Kazakh President Nursultan Nazarbayev who is now presiding in the CIS said earlier that the working group has prepared “a new concept of the CIS development and submitted it to the heads of state for consideration.”  “We agreed to discuss the finalized document at an official meeting in October,” Nazarbayev said. In the view of the Kazakh leader, the CIS is experiencing stagnation and he thinks the integration process can be saved by implementing major interstate consolidating projects, in particular, for the development of water-energy resources of the Central Asian region and transit of hydrocarbons for European and Asian markets.

According to first deputy chairman of the CIS Executive Committee Vladimir Garkun, “The draft concept envisages further evolutionary development of the CIS.” The document also envisages “rotating presidency.” “Experts consider it expedient that one state should hold presidency during one year simultaneously in the Councils of the heads of state, government, foreign ministers and in the Economic Council, which will raise the level of the country’s responsibility for made decisions,” Garkun noted.

He also said that the institute of national coordinators would be introduced for eradication of countries’ non-fulfillment of decisions made in the Commonwealth. The coordinators will monitor decisions of supreme authorities and be responsible for their fulfillment.
