DUSHANBE, July 8, 2008, Asia-Plus  — A progress of implementation of water supply rehabilitation projects was considered at a July 7 enlarged control meeting, presided over by mayor Mahmadsaid Ubaidulloyev.

Shavkat Saidov, a spokesman for the Dushanbe mayor, said that during the meeting, it had been noted that the rehabilitation work is being carried out in accordance with schedule.

Speaking at the meeting, the mayor charged the head of the Dushanbe water supply rehabilitation project management unit Zaynulobiddin Kobuliyev to complete rehabilitation of reservoir of Dushanbe’s municipal, Dushanbevodokanal (DVK), by November 1 and prepare the facility for introduction into commission.

Ubaidulloyev also criticized improper work of passenger transport services and removal of household refuse and demanded that adequate measures should be taken to improve the situation.

On the summer holidays of schoolchildren and preparation of educational facilities for the new academic year, Ubaidulloyev noted that Dushanbe now needs additional schools to accommodate totaling 63,000 pupils and stressed the necessity of return of the school buildings that had been leased to other economic entities to the Dushanbe education directorate, the spokesman said.

The mayor noted that the Dushanbe authorities are ready to allot land to entrepreneurs for construction of private preschool institutions and schools, exempting them from paying local taxes.

On the issues related to improvement of the city, the mayor noted that the municipal redevelopment plan that includes construction of new buildings will be implemented within the framework of law and it is aimed, first of all, at protection of interest of the Dushanbe residents.  “The municipal authorities will not allow violating citizens’ housing and property rights.” the mayor said.

Companies will be granted permission to construct multistory residential buildings in Circle 1 of the city only if they provide persons whose old houses are demolished in preparation for the construction of modern buildings with separate apartments in new buildings within the same circle, Saidov said.

By mayor’s resolution of July 7 companies constructing residential buildings in Circle 1 must transfer 10 percent of the total number of apartments to the mayor’s office; companies constructing residential buildings in Circle 2 transfer 5 percent.
