DUSHANBE, April 20, 2011, Asia-Plus — President Emomali Rahmon has offered to impose a three-year moratorium on inspection of private entrepreneurs.

This proposal came during an address to a joint meeting of both chambers of parliament on April 20.  The president noted that it was necessary to support private entrepreneurs whose activity is aimed at creating new productions in the country.

“It is necessary to develop the entrepreneurial sector, which is the basis of the country’s economy,” said Rahmon, “Over the past eight months, entrepreneurs have created 800,000 new jobs in the country.”

He noted that development of entrepreneurial activity, removal of bureaucratic obstacles and fight against corruption would be priorities of work of the government.

President Rahmon also pointed to the necessity of simplifying the tax collection system in the country.

“Since 2005 when the current tax code was adopted, more than 13 amendments have made to it,” said he.  “Even specialists do not understand some provisions of the current tax code, and therefore, there ought not to expect that entrepreneurs can infer their meaning right.”

In this connection, President Rahmon ordered the government to work out a new edition of the tax code by mid-2012.
