DUSHANBE, July 2, 2012, Asia-Plus  — The next session of Tajikistan’s upper house (Majlisi Milli) is expected to be convened on July 19.

The session will consider a number of laws adopted by the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) this year, including laws requiring amendments to the laws on public service and militsiya (police) as well as the country’s labor code, the source said.

The Majlisi Namoyandagon adopts laws.  The laws adopted by the Majlisi Namoyandagon shall be submitted to the Majlisi Milli, with the exception of the Law on the State budget.

The Majlisi Milli seconds the law by a majority of votes of the total number of its members.  In the event the Majlisi Milli doesn’t second the law, it shall be considered at the Majlisi Namoyandagon repeatedly.

If the Majlisi Namoyandagon does not agree with decision of the Majlisi Milli, the law shall be considered to be adopted if Majlisi Namoyandagon by not less than two-thirds of the votes confirms the decision previously adopted by it.

Only the Majlisi Namoyandagon shall adopt the Law on the State budget.  The Majlisi Namoyandagon shall control over execution of the budget.

The Majlisi Milli is the upper chamber with 33 members; 25 elected for a five year term by deputies of local councils of the Gorno Badakhshan Autonomous Region, regions and their towns and districts, Dushanbe city and its districts, towns and districts subordinate to the center and 8 members appointed by the president.

The Gorno Badakhshan Autonomous Region, regions, Dushanbe City, towns and districts subordinate to the centre have an equal number of representatives in the Majlisi Milli.

Each former President of the Republic of Tajikistan shall be the life member of the Majlisi Milli, if he doesn’t refuse to use this right.  Former Tajik President Qahhor Mahkamov is member of the Majlisi Milli.
