Victims of accident involving state railway company chief’s son refuse to give evidence

DUSHANBE, December 27, 2013, Asia-Plus – Victims of a deadly traffic accident that involved the 16-year-old son of the chief of the Tajik state railway company, Rasoul Amonullo, have refused to give evidence.

However, the Ministry of Interior (MoI) will continue investigation into the accident, in which Umar Sharif, 21, was also involved, an official source at a MoI said.

One of the accident victims, Aziza Rouziyeva, 21, has refused to file a claim against Rasoul Amonullo though she sustained serious injuries in that accident.  She has undergone two operations to date and according to physicians, she is to undergo the third operation in a year.

Her mother says medical treatment costs a pretty penny and they have decided to accept assistance from Rasoul Amonullo’s father.

Another victim of this accident, Shokir Mahkamov, 21, has undergone three operations to date and he is to undergo one more operation in one or two years.  He also says that he has no complaint.  “I have applied to Amonullo Hukumatullo (the father of Rasoul Amonullo) twice for assistance and he paid all three operations,” said Mahkamov.  “I am currently not working, and therefore, medical treatment is beyond my means.”

We will recall that three persons were killed and three others were seriously injured on October 9 as BMW crashed into VAZ- 21-04.  According to the Interior Ministry’s website, Rasoul Amonullo, the 16-year-old son of the chief of the Tajik state railway company, who was behind the wheel of BMW, is responsible for the deadly accident.

Rasoul Amonullo was reportedly driving his brand-new BMW above the speed limit in the wee hours of the morning when he struck another vehicle.

The Tajik Interior Ministry described Rasoul Amonullo as “a participant in the traffic accident,” adding that that there is also another participant in that traffic accident — Umar Sharif, 21.

Criminal proceedings have been instituted under the provisions of Article 212 (3) of Tajikistan’s Penal Code – traffic infringement and violation of rules of exploitation of means of transport entailing the death of two and more persons

The children of the country”s elite are known to often participate in nighttime street races and during the visit to the Interior Ministry on November 20, President Emomali Rahmon reportedly touched upon the issue of reckless driving by children of the country’s elite.  The president urged to punish all traffic offenders, regardless of whose children they are.

Meanwhile, by ruling handed down by a court in Dushanbe’s Ismoili Somoni district in early December the wife of Amonullo Hukumatullo, the chief of the Tajik state railway company, Tajik Railways, was fined 120.00 somoni (TJS) for violation of the parental responsibility law.  An administrative action was imposed upon Hukumatullo’s wife under the provisions of Article 90 of Tajikistan’s Administrative Code.  Under the country’s legislation, only one of parents may be made answerable for violation of the parental responsibility law.
