DUSHANBE, April 9, 2014, Asia-Plus – Tajikistan’s lower house (Majlisi Namoyandagon) of parliament has ratified an agreement between the Tursunzoda Muassisai Manziliyu Kommunali va Khojagidori (MMKK), responsible for collection and transportation of solid waste from the city of Tursunzoda, and the European Bank for Reconstruction and Development (EBRD) on providing a loan to the Tursunzoda MMKK for implementation of the Tursunzoda solid waste management project.  

A regular sitting of the fifth session of the Majlisi Namoyandagon of the fourth convocation, presided over by its head, Shukurjon Zuhurov, took place in Dushanbe on April 9.

Presenting the agreement, Tajik Deputy Minister of Finance, Jamoliddin Nouraliyev, noted that the project was aimed at protecting the environment and improving the sanitary and epidemiological situation in Tursunzoda.

According to him, the project provides for creating 300 waste collection points, placing new waste containers in Tursunzoda and purchasing municipal machines.

A total cost of the project is reportedly 4.9 million USD, including a loan of 2 million USD and a capital expenditure grant of 2.9 million USD.

The loan carrying an annual interest rate of 1.3 percent is repayable in fifteen years.

The Majlisi Namoyandagon also ratified an agreement between the Government of Tajikistan and the EBRD on providing sovereign guarantees and endorsed amendments proposed to the country’s laws on the legal regime of the state of emergency, defense and armed forces of Tajikistan.  

The EBRD operations in Tajikistan started in 1992 with technical cooperation, with the first investments in 1996.  During this time, the EBRD has concentrated on private sector development, which accounts for over 70 per cent of the Bank’s investment there.  EBRD’s current country strategy for Tajikistan defines the Bank’s activities in the country from 2012 to 2015.
