DUSHANBE, October 15, 2014, Asia-Plus —  Deputies of Tajikistan’s lower chamber (Majlisi Namoyandagon) of parliament have ratified an agreement between State Unitary Communal Enterprise “Khojagii Manziliy Kommunali” (KMK) of Qurghon Teppa City and the European Bank for Reconstruction and Development (EBRD) on the Qurghon Teppa Solid Waste Project and canceled their decision on ratification of the agreement at once.

A regular sitting of the sixth session of the Majlisi Namoyandagon of the fourth convocation, presided over by its head, Shukurjon Zuhurov, was held on October 15.    

Issues related to ratification of a loan agreement on the Qurghon Teppa solid waste project signed between Khojagii Manziliyu Komunali (State Unitary Enterprise for Housing Services), State Unitary Communal Enterprise “Khojagii Manziliy Kommunali” (KMK) of Qurghon Teppa City and the EBRD and a grant agreement between the Republic of Tajikistan,  State Unitary Communal Enterprise “Khojagii Manziliy Kommunali” (KMK) of Qurghon Teppa City and the EBRD on an investment grant from the EBRD Shareholder Special Fund for implementation of the project for improvement of solid waste management in Qurghon Teppa and surrounding communities have been tabled to sitting’s agenda.

Speaking at the meeting, First Deputy Minister of Finance, Jamoliddin Nouraliyev, noted that similar agreements had been signed with the EBRD on improvement of the solid waste management in Dushanbe, Khujand and Tursunzoda as well.      

According to him, the EBRD will provide a preferential loan of  2 million USD for the Qurghon Teppa solid waste project.  The project will be co-financed by a 2 million USD grant from an international donor.

The loan agreement was supported by an absolute majority of parliamentarians.

Nouraliyev noted that the Government of Tajikistan guarantees repayment of the loan and an appropriate agreement had been signed on that subject.

Since the sovereign loan guarantee agreement was not submitted for ratification, the Majlisi Namoyandagon  Speaker Shukurjon Zuhurov proposed to remove the agreements from the agenda and parliamentarians supported him.
