A private soldier of military unit 0113 of the Main Border Directorate under the State Committee for National Security (SCNS) of Tajikistan has been accused of bullying conscripts. 

The Dushanbe military court has sentenced Habibullo Oyev, a private soldier of frontier post deployed along the Tajik-Kyrgyz border in Lakhsh district (Rasht Valley) to one year of service in a penal military unit.

A source at the Dushanbe military court says Oyev was found guilty of beating conscripts (Article 373 of Tajikistan’s Pena Code — breach of statutory rules regulating relations between military servicemen).

The investigation has reportedly established that Oyev beat Junior Sergeant Hakim Abdurasoulov and Private Soldier Ruslanjon Doustov.  

Penal military units, including penal battalions, penal companies, etc., are military formations consisting of convicts mobilized for military service.  Service in such units is considered a form of punishment or discipline in lieu of imprisonment or capital punishment.
