The Government of Tajikistan has ordered the "settlement of tax arrears of subordinate enterprises of the State Unitary Enterprise (SUE) Khojagii Manziliyu Kommunali (KMK – the state holding company for public utilities).

The document, signed by the Chairman of the Government of Tajikistan, Emomali Rahmon, on October 1 of this year, was published on the Justice Ministry’s website for legal information. 

It reportedly concerns the “recognition as hopeless and the writing off of tax arrears” totaling more than 43.6 million somonis (TJS – equal to over US$4 million) accumulated before April 1, 2024.  Specifically, taxes amounting to about 19.7 million somonis and fines totaling 24 million somonis are being written off.

At the same time, the decree orders a reduction of the debt of bodies and organizations to the KMK subordinate enterprises by about 3.3 million somonis, accumulated due to utility services, water supply, and drinking water use.

The term "bodies and organizations" in the document refers to secondary schools, universities, medical institutions, sports complexes, departments of the Ministry of Internal Affairs, cultural departments, and other institutions and organizations in districts and cities across the country.

It should be recalled that the Committee for Housing and Utilities (Committee), which was established under the Government of Tajikistan in the summer of this year, is tasked with "ensuring the implementation of state policy in the field of housing and utilities."

The Committee’s system reportedly includes KMK, Capital Construction and Repair, and the Center for the Implementation of Projects in the Drinking Water Supply and Sewerage Sector.
