Tajikistan will achieve full energy independence by 2027, President Emomali Rahmon announced on December 28 in his address to Parliament.  He stated that construction of the Roghun hydropower plant is more than 50% complete.

Over the past two years, more than 9 billion somonis (US$825 million) from the state budget has been allocated to this strategically important project.

The president thanked international financial organizations and development partners for supporting the continued construction of the Roghun hydropower plant.

He noted that nine agreements worth 10 billion somonis (about US$915 million), including over 3 billion somonis (US$275 million) in grants, have been signed with six donors for the project.

Rahmon emphasized that this support is "very important for the people of Tajikistan."  Financing for the next phase of construction is scheduled for 2025.

The completion of Roghun hydropower plant will ensure Tajikistan's energy independence by 2027.

"This might be the last winter where you face such challenges.  By next winter, these difficulties will decrease, and by 2027, this situation will become history," Rahmon stated.

To date, Roghun's construction has been funded exclusively through state resources.  The government planned to allocate 5 billion somonis (about US$460 million) to the project in 2024, with 4.3 billion somonis (US$395 million) disbursed in the first nine months of the year.  In total, more than 40 billion somonis have been invested in the project.

Rahmon also mentioned that the next hydropower unit of Roghun hydropower plant is expected to be commissioned in 2025.  The first two units, currently operating at low capacity, were commissioned in 2018 and 2019, respectively.
