At the first session of the Majlisi Milli of the seventh convocation, which was held in Dushanbe on April 11, Rustam Emomali was re-elected as Chairman of the Majlisi Milli.

The session was attended and addressed by President Emomali Rahmon, according to his press service.

As the eldest member of the Majlisi Milli, Nizom Qosim opened the first session of the Majlisi Milli and conducted the session until the chairman of Majlisi Milli was not elected.  

Following a secret ballot, all attending members unanimously supported Rustam Emomali’s candidacy for the position of speaker.

This marks Rustam Emomali’s second term as Chairman of the Majlisi Milli — he has held the post since April 2020.  He also continues to serve as Mayor of Dushanbe.

During the session, the deputy chairpersons were also elected, and the composition of the permanent committees was approved.

The Majlisi Milli (National Assembly) is the upper chamber of Tajikistan parliament (Majlis Oli).  

Three-fourths of the total number of members of the Majlisi Milli shall be elected at joint meetings of people’s deputies of the Gorno Badakhshan Autonomous Region and its towns and districts, regions and their towns and districts, Dushanbe city and its districts, towns and districts subordinate to the center, on the basis of indirect elections by means of secret ballot.  The Gorno Badakhshan Autonomous Region, regions, Dushanbe City, towns and districts subordinate to the center have an equal number of representatives in the Majlisi Milli.

One-fourths of the members of the Majlisi Milli shall be appointed by the President of the Republic of Tajikistan.

Thus, 25 out of 33 members of the Majlisi Milli are elected indirectly by district and city councils from the five regions of Tajikistan for a five-year term with each region being represented by equal number of members. The other eight members are appointed by the president. By right, former presidents are members for life.

Members of the Majlisi Milli exercise their powers on a non-permanent basis. The Majlisi Milli effectuates its work in the form of a session.  A session of the Majlisi Milli is convoked by the Chairman of the Majlisi Milli not less than twice a year.
