The city of Dushanbe has fully met its autumn military draft quota ahead of schedule, according to the capital’s municipal administration.

“The plan for enlisting young men into the Armed Forces of the Republic of Tajikistan has been fulfilled 100% in advance in the city of Dushanbe,” the mayor’s office reported on October 29.

A few days earlier, authorities in Khatlon province also announced that they had reached their autumn draft targets. Officials credited the achievement to proactive outreach, pre-conscription preparation, and public awareness campaigns.

Earlier this month, the Ministry of Defense reported that 78% of the national military draft target had been achieved within the first 10 days of the autumn campaign.

Between October 1 and 10, 30 cities and districts across the country had already fulfilled their recruitment goals.

Notably, the Gorno-Badakhshan Autonomous Region (GBAO) met its target on the first day of the draft.

 

Why are draft targets being met early?

Authorities attribute the early completion to a rise in the number of volunteers, benefits for conscripts, and intensive public education campaigns. However, some experts point to different reasons, such as the early start of local recruitment drives and a lower quota of conscripts in certain areas.

Ms. Dilrabo Samadova, a legal expert from the Office of Civil Liberties, noted that where outreach is effectively implemented, the draft proceeds more efficiently. She also highlighted a 2020 law requiring university graduates to complete military service before entering jobs in law enforcement and security services — a factor influencing draft fulfillment.

Despite these official successes, concerns persist. Reports continue to surface of pressure from draft offices, poor service conditions, and instances of hazing, with complaints coming from both conscripts and their families.

The 2025 autumn draft campaign runs from October 1 through late November, targeting men aged 18 to 27. Tajikistan also offers a one-month paid conscription alternative for those eligible.
