On November 18, 2025, President Emomali Rahmon appointed Farrukh Hamralizoda as the First Deputy Minister of Foreign Affairs of Tajikistan. This move has sparked considerable attention due to Hamralizoda’s distinguished career in economic policy and high-ranking government positions.

Before this appointment, Hamralizoda had served as Tajikistan’s Ambassador to the United States since 2020, and was relieved from this post just days before his new appointment.

Over the years, Hamralizoda has held several key positions, including Minister of Economic Development and Trade and Advisor to the President on Economic Policy. His broad experience in Tajikistan’s economic affairs makes him a well-known figure in the country’s government circles.

 

Who is Farrukh Hamralizoda?

Born on January 25, 1966, in Dushanbe, Farrukh Hamralizoda has built a career in Tajikistan’s economic and political sectors since his early years. After completing his military service in the Tajik Armed Forces, he attended Bauman Moscow State Technical University, where he graduated with a degree in mechanical engineering.

Hamralizoda began his career in the State Economic Committee in 1991, working in various departments related to economic reforms and small business development. Over the years, he worked his way up in Tajikistan’s Ministry of Economy and Foreign Economic Relations, serving as Deputy Head of the Economic Forecasting Department, and later as Head of Regional Development and Economic Forecasting.

In the late 1990s and early 2000s, Hamralizoda’s career expanded to include roles in international project management and economic development. He headed the Committee for Investments and State Property Management in 2008 and later served as Minister of Economic Development and Trade from 2009 to 2012.

From 2012 to 2017, he served as the President’s Advisor on Economic Policy and Assistant to the President for Economic Affairs. Hamralizoda also held the position of Chairman of the Accounting Chamber of Tajikistan before being appointed as Tajikistan's Ambassador to the U.S. in 2020. After five-year tenure, he was appointed as the First Deputy Foreign Minister.

 

What does his new role entail?

Hamralizoda’s appointment as First Deputy Foreign Minister is seen as a strategic move by the government to enhance Tajikistan’s foreign relations, especially in the realm of economic diplomacy. Experts suggest that this role is likely part of Tajikistan's ongoing efforts to strengthen ties with Western countries and attract foreign investment.

Political scientist Saifullo Safarov believes that Hamralizoda’s new position reflects the growing importance of economic issues in Tajikistan's foreign policy. “In today’s world, cooperation with other countries, particularly to address economic issues, is vital for Tajikistan. It’s possible that this is the reason Hamralizoda was appointed to this role,” Safarov noted.

Hamralizoda’s tenure as ambassador to the U.S. has provided him with valuable diplomatic experience, particularly in understanding the economic and political landscapes of the U.S. and the West. "Recognition from global superpowers such as Russia, China, and the U.S. is crucial. This might be one of the reasons for his new appointment as First Deputy Foreign Minister,” Safarov added.

This move also comes amid a series of other personnel changes in Tajikistan’s government, including the appointment of a new Ambassador to the U.S. in place of Hamralizoda.
