Japan’s rehabilitation projects for two schools and a hospital completed in Khatlon province

DUSHANBE, April 5, 2013, Asia-Plus — On April 4, Mr. Takaaki Komatsu, 3rd Secretary, Embassy of Japan in Dushanbe and Mr. Foteh Aminov, chairman of Baljuvon district attended the handover ceremony for “The Project for Reconstruction of the Secondary School in the Administrative Center of Baljuvon District”, which was funded by the Government of Japan with the amount of US$111,726 in the framework of Grant Assistance for Grass-Roots Human Security Projects (GGP).

According to the Embassy of Japan, the ceremony took place at secondary School No.10 in Baljuvon district.

The school was built in 1986 by the local community. The school was suffering from serious deteriorations and overcrowding in the classes.  The number of students had already exceeded the capacity of the school, and the students in grade 10 and 11 had to walk a long distance to go to another school in a neighboring village.

A new school building with six classrooms and two staff rooms was constructed under this project.  New desks, chairs and blackboards were also installed to create an adequate educational environment.  The school now accepts students in grade 10 and 11 and ensures larger education opportunity for the children of the Sari Mazor village in Baljuvon district.

Later on the day, Mr. Takaaki Komatsu and Mr. Qodir Valiyev, chairman of Khovaling district celebrated the completion of “The Project for Improvement of Surgical Department and Maternity Department of Central Hospital in Khovaling District” (US$111,788).

The hospital was established in 1986 and had never been rehabilitated. Rehabilitation for both interior and exterior of the surgical department and the maternity department was imperative.  There was a serious shortage of medical equipment, and the doctors had been unable to provide proper treatment to their patients.

This project helped the hospital revitalize the two departments with the rehabilitation of the building.  The Government of Japan also supplied an ultrasound machine, artificial lung ventilation apparatus, and gastro fiberscope.  Today, patients at the hospital receive appropriate treatment in a secure environment.  The hospital now provides more reliable and sophisticated services to more than 4,000 patients in Khovaling district.  Ensuring the continuous improvement in the health sector will secure living standards for the people and human rights in healthcare in the region.

On April 5, Mr. Takaaki Komatsu and Mr. Pirmad Zaripov, chairman of Muminobod district attended a handover ceremony for “The Project for Rehabilitation of Secondary School No.30 in Leningrad Settlement of Muminobod District” (US$111,476).   

The school had not been reconditioned since its establishment in 1978.  The students had to bear with unpleasant school environment which was caused by water leak, worn-out floors and walls from the aging of the building.  The sports hall, the meeting hall and the cafeteria were in an undesirable condition and the students had been hindered from receiving satisfactory and adequate education that they deserved.

As a result of this project, the sports hall and the meeting hall along with the roofs have been fully rehabilitated.  Currently the students at School No 30 along with 134 students from a neighboring boarding school and 236 students from gymnasium school have full access to the physical training classes at the new sports hall, new cafeteria and the meeting hall.  In addition, the local population is also welcoming this newly reconstructed meeting hall because there had never been a suitable place for conducting meetings in the area.

These GGP-funded projects were planned and implemented by the local community or the local authority.  The government of Japan strives to work together with the people of Tajikistan and deliver support to those who are in need.

Grant Assistance for Grass-roots Human Security Projects (GGP) is provided to the local governments, educational / medical institutions and International NGOs in developing countries.  GGP supports projects in the human security sectors at the grassroots level.  Since 1996, GGP has extended more than US$ 23.2 million for 301 projects in the Republic of Tajikistan.
