Dushanbe Mayor Rustam Emomali has responded to complaints of defrauded co-investors who paid money for apartments in a nine-story residential building(shared-equity construction or buyer-funded development) in Dushanbe’s 83rd neighborhood unit, according to the Dushanbe mayor’s office.

Construction of this residential building began in 2012 but people have been unable to move in because construction has not been finished yet.  Soyuz-Sokhtmon L.L.C. has been constructing this apartment building.

Co-investors have reportedly applied to the mayor through social networks.     

The Dushanbe mayor’s office says top managers of Soyuz-Sokhtmon L.L.C. are now in custody for defrauding con-investors.  

“They failed to fulfill their obligations to 67 co-investors who paid money for apartments in that residential building,” a source said.

According to him, the mayor ordered relevant municipal agencies to solve this problem in a year.  HE refrained from giving further details.
