The negotiations were reportedly led by Chief Negotiators, Luc Devigne, Director for Russia, Eastern Partnership, Central Asia and OSCE in the European External Action Service (EEAS) and Sharaf Sheralizoda, Deputy Minister of Foreign Affairs of the Republic of Tajikistan.
