Kyrgyz media reports say the Ministry of Digital Development of Kyrgyzstan has proposed a new concept – the temporary residence permit – for foreign citizens, including citizens of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Moldova, Russia and Tajikistan.  

AKIpress notes that the draft resolution aims to streamline the process by utilizing the Unified System for External Migration Records.

It suggests a one-year registration for citizens staying in Kyrgyzstan based on the residence permit and emphasizes electronic submission to expedite the procedure.

The Ministry of Digital Development will have the authority to establish forms and samples for residence permits.

The draft reportedly regulation proposes to establish that the submission of applications for obtaining a residence permit will be carried out in electronic form through the Unified System for External Migration Records; to store the materials submitted by the applicant for obtaining a residence permit in electronic form in the Unified System for External Migration Records; to authorize the Ministry of Digital Development to establish forms, descriptions, and samples of residence permits by its decision, aiming to simplify the procedure for issuing residence permits and reduce the processing time for materials on applications for residence permits.  

According to Global Residence Index, there are three “residence” concepts: 1) temporary, when the permit lasts for a certain amount of time — e.g., 1 year or 2 years; 2) long-term, when the amount of time is relatively long — e.g., 10 years or 20 years; and 3) permanent, when the permit is for an indefinite amount of time — you can stay as much as you want.
