The police in Khatlon province identified the women who assaulted a woman and her child while recording the act on video.  The footage circulated on social media, sparking widespread public outrage.  The women have been detained.

According to the Telegram channel Akhbori VKD (Interior Ministry News), the video depicts a conflict between two women.  One of them, named Savsanbibi, violently beat the other woman involved in the conflict and then abused her three-year-old child using a rubber belt.  Citizens who contacted the Khatlon police demanded a legal assessment of the incident.

To identify the individuals captured in the video, Khatlon police officers conducted a series of operational and investigative measures.  As a result, the participants in the conflict were identified, and all of them were taken into custody by law enforcement authorities.

It was revealed that the incident occurred in December 2023. Savsanbibi, a 29-year-old native of the Shamsiddin-Shohin district temporarily residing in the city of Kulob, invited 32-year-old Kibriyo and her minor children to her home.  Together with her 55-year-old mother, she brutally assaulted Kibriyo, reportedly out of jealousy.

"She pulled the victim by her hair and struck her repeatedly.  The entire incident was recorded on video. The suspect also hit the victim’s three-year-old son with a belt, causing injuries. She damaged a Samsung phone and broke the woman’s silver earrings," the report stated.

Khatlon police investigators have instituted criminal proceedings against Savsanbibi under Article 117 (2) of Tajikistan’s Penal Code – torture; the suspect is currently under preliminary detention and an investigation is under way to assess the legal liability of the suspect’s mother and other participants in the incident.
