The head of Dushanbe’s police department, Shohrukh Saidzoda, has called on local precinct officers to enhance their professionalism by learning foreign languages and improving their communication with the public.
The appeal came during an operational meeting held to evaluate the performance of Dushanbe’s district police inspectors.
According to a statement from the city’s police department, the session focused on shortcomings in maintaining public order, crime statistics, and the overall security situation in the capital.
Key issues discussed included ensuring public safety, protecting citizens' rights, promoting urban etiquette, preventing fires, and cracking down on illegal electricity usage and unauthorized street vending.
Saidzoda reportedly emphasized the importance of respectful and attentive interaction with the public, highlighting that police officers must be well-prepared to serve an increasingly diverse and dynamic urban population. He encouraged all officers to pursue language training as part of their professional development.

The meeting took place against a backdrop of rising crime. According to figures from the Agency for Statistics under the President of Tajikistan, Dushanbe has seen a 7.1% increase in criminal activity over the first four months of this year compared to the same period in 2024.
Nationally, 8,213 crimes were reported over the same four-month period—a 7.2% increase year-on-year.
The regional breakdown is as follows:
- Sughd province — up by 14.9%
- Districts subordinate to the center (RRP) — up by 9.1%
- Gorno-Badakhshan Autonomous Region — down by 4.8%
- Khatlon province — down slightly by 0.2%
As crime trends shift across the country, authorities say initiatives to modernize and professionalize local law enforcement are becoming increasingly urgent.
