Police department of Qubodiyon district in Khatlon province says Ilhom Jumayev, a 40-year-old employee of the local Sanitary and Epidemiological Center, has been detained on suspicion of multiple thefts and fraud schemes that involved recruiting minors.

According to the Khatlon Regional Police Department, Jumayev allegedly conspired with two underage boys to steal livestock and gold jewelry from residents of the Nosir-Khusrav community.

The stolen goods were then handed over to Jumayev, who paid the minors between 400 and 3,000 somonis for their involvement.

Investigators report that the criminal group committed 12 thefts, causing total damages of approximately 250,000 somonis to local residents.

The preliminary investigation also uncovered that since 2012, Jumayev worked on the disability commission of the Sanitary and Epidemiological Center in Qubodiyon district.  He reportedly accepted bribes ranging from 1,000 to 7,000 somonis in exchange for promising to prepare disability documents for citizens—a service he failed to deliver.

Criminal proceedings have been instituted against Jumayev under several articles of Tajikistan’s Penal Code, including involvement of minors in crime, types of criminal participation, theft, and fraud; an investigation is under way.  The two minors reportedly face charges related to theft.
