City authorities in Dushanbe have unveiled plans to construct multi-story parking facilities near high-rise residential buildings, ministries, and government agencies, in an effort to ease traffic congestion and improve urban mobility.

Deputy Mayor Bakhtiyor Sharifi announced the initiative during a news conference held on July 24, noting that the new parking structures will be strategically located in high-traffic areas.

“Parking should not be limited to markets and shopping centers,” Sharifi said. “They must also be built near residential towers, ministries, and departments to ensure convenient access to key social and administrative sites.”

He cited the example of the six-story parking facility near the Korvon market in Firdavsi district, which can accommodate up to 1,000 vehicles.  Plans are already in motion to build another multi-story garage in the same district.

The project builds on earlier announcements from the mayor's office, which last year disclosed plans for the construction of three major parking structures across the city.

 

Crackdown on private parking spaces

Addressing concerns about residents claiming public space for personal parking with chains and locks, Sharifi emphasized that such practices are not permitted.

“No individual has the right to reserve a personal parking spot by restricting access to others,” he said. “If such cases arise, the city administration will take immediate action upon receiving a citizen’s complaint—either via the website or phone.”

Sharifi added that, per the mayor’s directive, designated parking spaces have already been integrated into all new high-rise residential buildings.  However, he acknowledged that some entrepreneurs had illegally set up car washes and repair stations on residential parking lots.  These unauthorized operations, he said, have now been fully dismantled.
