On April 15, 2026, a new system for accepting and accommodating foreign citizens came into effect in Russia, aiming to attract creative and intellectual labor to the country. Now, foreign citizens that Russia needs can obtain a residence permit without exams or any difficulties.

The decree about this was signed by the President of Russia back in December 2025. It not only simplifies the process of paperwork but also provides unprecedented benefits for highly qualified specialists and figures in culture and sports.
We studied the decree and its appendix, uncovered the details of the new status, and explain its aspects in a question-and-answer format.

What is this status and what is the purpose of its introduction by Russia?

This is a special status intended for “foreign citizens of interest to Russia.” Thus, Russia seeks to find and attract specialists who can make a direct contribution to the development of the country’s economy, science, and culture.

Possessing this status means that the state recognizes this person as a useful and necessary member of society and creates special conditions for their permanent residence.

Who can obtain this status?

The range of individuals who can obtain this status is quite broad. Primarily, it includes scientists and researchers with achievements in the fields of science and technology. Then entrepreneurs developing small and medium businesses in important areas such as information technology or manufacturing.

Also, well-known athletes, actors, designers, and even graduates with honors from prestigious global universities can apply for this status.

Additionally, this list includes ordinary but experienced specialists in the fields of medicine, engineering, and construction with over five years of work experience.

What advantages does this status provide when obtaining residence documents?

One of the main advantages is that the person does not need to obtain an annual quota. Additionally, such individuals can apply for a residence permit directly and without intermediaries.

Their documents are also processed very quickly—within 30 business days, which is several times faster than the usual procedure.

Is it mandatory to take exams in the Russian language and Russian history to obtain this status?

No, this is one of the key advantages of the new status. Citizens that Russia needs are completely exempt from mandatory exams in the Russian language, history, and basics of legislation. Their professional achievements are sufficient grounds for recognition.

Do these benefits extend to family members of these individuals?

Yes, all benefits provided to the primary applicant are also extended to their family members.

The spouse, children, and parents of the “necessary person for Russia” can also obtain residence documents in a simplified manner and work and study in Russia.

Is it necessary for these individuals to obtain a separate work permit (patent) for employment in Russia?

No, these individuals and their family members have the right to start working without obtaining any work permit or patent. Even during the period when their application for permanent residence is under consideration, they can legally start working.

How is the application process conducted and who regulates it?

The regulation of this process is entrusted to the Ministry of Internal Affairs and the Agency for Strategic Initiatives of Russia.

A foreign citizen first contacts a specially authorized body with an application and documents confirming their qualifications. This body evaluates their skills, then sends its conclusion to the working group at the Citizenship Commission.

The final decision about the “necessity” of the person is made there.

What are the moral and ethical requirements for obtaining this status?

When applying, a foreign citizen must confirm in writing that they respect the traditional spiritual and moral values of Russia. This is one of the important requirements of the decree, as the country aims to accept people who fit into society not only professionally but also culturally.

What type of visa do these individuals enter Russia with?

For individuals recognized as “necessary,” a multiple-entry work visa valid for up to one year is issued. This visa creates a legal basis for entry and processing documents for permanent residence.

Thus, the new residency system for talented people makes the path to permanent life in Russia simpler and shorter.

Tightening of legislation

Meanwhile, over the past two years, more than 20 new laws have been adopted in Russia in the field of migration, with the main goal of tightening control and organizing the process of foreigners’ stay in the country.

These changes cover various aspects, including simplifying the process of deporting migrants by police without a court decision, mandatory collection of biometric data, and restriction of foreigners’ activities.

A special system of expedited deportation has also been introduced, providing strict restrictions for violators of stay rules, including a ban on driving vehicles, using banking services, and getting married.

Moreover, for many years, labor migrants in Russia have been complaining about humiliating raids, which end in detentions and even their deportation. A list of individuals under surveillance has been compiled for violators, and a requirement for electronic pre-registration before the trip has been introduced.

It is known that the State Duma of Russia plans to almost double the list of grounds for the deportation of foreign citizens or migrants.

If these changes are adopted, including the expression of opinions on social networks or any statements against the Russian army, they could become grounds for the deportation of migrants.
