The Agency for Innovations and Technologies urges the public to use electronic wallets without fear, and the National Bank of Tajikistan (NBT) states that personal transfers will not be taxed.
The Agency for Innovations and Digital Technologies of Tajikistan released a statement declaring that transactions through electronic wallets will be taxed starting from September 2026. However, regular transfers between individuals, including those between family members and relatives, will not be subject to taxation.
The agency reported that organizational and explanatory work is currently underway related to the implementation of a pilot project on the taxation of individual entrepreneurs.
«After the explanatory work is completed, the project is planned to be launched on September 1, 2026,» the statement reads.
The main provisions of the project include the following:
– The tax rate for individual entrepreneurs on transactions through electronic wallets is reduced from 6% to 3%.
– Tax calculation will be done automatically.
– To encourage cashless transactions, 1% of this rate is returned to the buyer as a cashback.
– The system monitors only systematic entrepreneurial activity; single personal and family transfers are not taxed.
– If more than 80 non-commercial transactions from different individuals are received within a month, this information will be forwarded to the tax authorities.
Clarifications from the National Bank
The National Bank of Tajikistan also reported that the pilot project on the taxation of individual entrepreneurs does not concern money transfers between individuals if they are non-commercial in nature. This includes transfers between family members, relatives, and other citizens, which, according to the NBT, will not be taxed.

Clarifications on the “Procedure for implementing a special regulatory regime within the pilot project in the field of taxation of individual entrepreneurs” to prevent misunderstandings among the population and entrepreneurs were published today, May 20, says the financial regulator’s official website.
According to the National Bank, the main goal of the pilot project is to create more favorable conditions for individual entrepreneurs, simplify tax procedures, and develop cashless transactions.
As part of the project, the tax rate for individual entrepreneurs is reduced from 6% to 3%. The tax calculation will be conducted automatically.
Additionally, to stimulate cashless payments, part of this rate (1%) will be returned to the buyer, i.e., the payer, in the form of cashback.
The National Bank also assured that the use of electronic wallets, bank cards, and other modern payment instruments is safe, and the protection of banking secrecy is fully ensured.
The NBT noted that they will continue to take measures to develop cashless transactions, improve the quality of financial services, and ensure the stability of the banking system.

Recall that at the end of last week, the Agency for Innovations and Digital Technologies under the President of Tajikistan clarified that the pilot project on the taxation of individual entrepreneurs does not affect regular transfers between citizens.
It was previously reported that a special regulation order is being introduced in Tajikistan for the pilot project in the field of taxation of individual entrepreneurs. It concerns transactions through electronic wallets and aims to identify individuals who are effectively engaged in entrepreneurial activities but are not registered as individual entrepreneurs.
Arelevant order was signed by the Agency for Innovations and Digital Technologies on April 1, 2026, and registered by the Ministry of Justice on April 16, 2026.
