DUSHANBE, December 16, 2009, Asia-Plus — Deputies of the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) have endorsed amendments to the country’s laws on other compulsory payments to the budget and road traffic. Addenda and changes made to these laws allow car window tinting in Tajikistan.
A regular sitting of the sixth session of the Majlisi Namoyandagon of the third convocation, presided over by its head, Saydullo Khairulloyev, was held on December 16.
Speaking at the session MP Ismoil Talbakov noted that the amendments allowing tints to the car windows had been proposed by the government. “Car owners will have to pay for having tinted glass windows; the price will be set by the government,” said Talbakov, “The law also provides for exemption of a certain category of legal and physician entities from paying for tinted glass windows and the list of them will also be determined by the government.”
According to him, the preliminary estimates have shown that payments for cars with tinted glass windows will bring more than 50 million somoni to the budget per year.
MP Muhiddin Kabiri noted that it was necessary to explain to the population that holders of cars with tinted glass windows that met current country’s window tinting regulations will not pay fines and must not have special permission.
Under the current regulations, at least 75 per cent of light must pass through the driver’s side windows and vehicles may have tint on the windshield as dark as 25 percent, windows to the immediate left and right of the driver — 30 percent, and rear windows – 30.
Amendments allowing tints to car windows will take effect on January 1, 2010.
We will recall that during his meeting with media representatives, President Emomali Rahmon noted on December 8 that for permission to tint car windows car owners will have to pay 500 U.S. dollars and those who break the rules will have to pay a fine of 1,000 U.S dollars. The president noted that all funds coming from that would be spent for construction of the Roghun hydroelectric power plant (HPP).
