Chinese Exim Bank named Tajikistan’s main creditor in 2009

DUSHANBE. June 1. “Asia-Plus” — Tajikistan’s foreign debt as of January 1, 2010, made $1bln 691.3mln or 35.8% to the country’s GDP.

As compared to 2008, nominal value of the debt had increased by $319.85mln and by 9.1 points in percentage to GDP, according to the report on Tajikistan’s state debt for 2009 published yesterday, May 31.

Exim Bank of China reported Tajikistan’s main creditor as of early 2010. Tajikistan’s debt owed to this bank totals $630.9mln.

According to Tajik Finance Ministry’s report, Tajikistan has outstanding debts to Uzbekistan ($43.3mln), Kuwait fund ($25.5mln), Iran ($20,7mln), Saudi fund ($15,8mln), United States ($13,4mln), Kazakhstan ($7,3mln), Turkey ($2,6mln), Belorussia ($0,3mln) and German KFW Bank ($0,2mln).

Furthermore, $32mln refer to Tajik National Bank’s debt from the category of bilateral credits. In total, Tajikistan’s debt under bilateral credits makes $792mln or 47% of the total volume of the country’s foreign debt.

Under the category of multilateral credits the republic owes $372.6mln to the World Bank, $301.8mln to Asian Development Bank, $75.2mln to the Islamic Development Bank, $40.1mln to the European Community, $19.4mln to OPEC fund and $3.4mln to the European Bank for Reconstruction and Development.

Major portion of external debts is owed by governmental institutions which refers to the category of direct governmental debt ($1bln 572.4mln).

Debt owed by governmental enterprises totals $43.6mln, Tajik National Bank – $73mln and private guaranteed debt – $2.3mln.

According to the report, the total amount of unpaid private non-guaranteed debt as of December 2009 made $873.7mln, including $114.4mln of short-term credits (with the period of one year) and $759.2mln – long-term credits.

The structure of Tajikistan’s external debt by currencies in USD as of late 2009 is as follows: 807.3mln in USD, 75.3mln in Islamic dinars, 716.6mln in special borrowing rights, 43.6mln in Euro, 25.4mln in Kuwait dinars, 15.8mln in Saudi Arabian reals and 7.3mln in Chinese yuans.
