DUSHANBE, June 3, 2011, Asia-Plus  — To prevent corruption among employees of the newly established Chamber of Accounts the government must draw high salaries for them, MP Shodi Shabdolov, who is also leader of the Communist Party of Tajikistan (CPT), said in an interview with Asia-Plus.

“Besides, it is necessary to establish strict selection criteria for recruitment of personnel,” the CPT leader noted.

Shabdolov is sure that establishment of the Chamber of Accounts would create a powerful barrier in the way of corruption and untargeted use of state, grant and investment funds.  According to him, there is no serious state control over use of budgetary and other funds in Tajikistan.

We will recall that members of the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) endorsed the bill requiring establishment of the Chamber of Accounts on June 1.

Presenting the bill, Deputy Finance Minister, Jamshed Norinov, noted that the new government institution would control revenue and expenditure parts of the national budget, off-budget funds and investments coming in the country’s economy from abroad.  Norinov noted that some functions of the Agency for State Financial Control and Combating Corruption would be transferred to the Chamber of Accounts.

The Majlisi Namoyandagon Speaker Shukurjon Zuhurov noted that the Chamber of Accounts would be accountable to the President and the Parliament.  “The Majlisi Namoyandagon will elect chief auditors of the Chamber of Accounts upon the recommendation of the President,” said Zuhurov, “Chief auditor may be elected only to one seven-year term.”
