DUSHANBE, May 24, 2013, Asia-Plus – The 44th session of the CIS Electric Power Council has opened in Bishkek, Kyrgyzstan today.
According to the CIS Executive Committee press center, the meeting is reviewing the state of development of Kyrgyzstan’s power industry and the results of operation of the CIS power systems during autumn-winter 2012-2013.
The meetings participants are also discussing issues related to problems facing the parallel operation of the CIS power systems and the process of preparation of a draft government-to-government agreement on measures to ensure the planned interstate power interchange between power systems of Central Asia and Kazakhstan.
A special attention is being given to activities of basic organizations for training of personnel for the power industry of the CIS member nations and aspects of cooperation of the CIS Electric Power Council with the Eurasian Development Bank (EDB) and other regional and international organizations.
The meeting will also analyze the activity of the Working Group for development of the system of interaction between power companies of the CIS member nations on removing serious technological shortcomings and mitigating effects of natural and man-made disasters.
The fundamentals of CIS countries’ cooperation in the power sector were stated in the Agreement “On Coordination of Interstate Relations in the Field of Power Industry of Commonwealth of Independent States” signed by the heads of governments on February 14, 1992. In accordance with this agreement, the Electric Power Council and its working body — Executive Committee — were created.
Since then the great work was done on laying a legal foundation for joint coordinated actions of CIS countries in the electric power sector, including a number of principal documents which regulate fundamentals of interrelations of countries power systems.
The renewal of the parallel operation of CIS electric power systems has been determined as one of priorities of energy cooperation between the CIS member states. With this objective, a series of fundamental interstate documents including bilateral and multilateral agreements were adopted.
The restoration of parallel operations of CIS power systems permitted to begin the development of interstate electricity market of CIS countries. The basic principles of functioning interstate electricity market of CIS countries have been developed by the CIS Electric Power Council.
