We will recall that by Russian government’s decree an export duty on dark and light oil products for October has been raised.  The export duty on light oil products, except gasoline, has been raised from US$264.40 per ton in September to US$274.80 per ton.  An export duty on Russian gasoline has been raised from US$360.60 per ton in September to US$374.70 per ton.

Tajikistan was exempted from paying Russian tariffs on oil and gas exports from 1995-2010 and Russia cancelled Tajikistan’s tax exemption on May 1, 2010 that resulted in gasoline prices rising in the country.  A sudden spike was reported in May 2011, when export duty for Russian gasoline rose 44 percent as compared with April.

According to the Ministry of Energy and Industry (MoEI) of Tajikistan, an average price of one ton of oil products delivered to the country over the first nine months of this year was 977.00 USD, which was 147.00 USD fewer than in the same period last year.  However, fuel prices are continuing to rise in Tajikistan.

Over the first nine months of this year, Tajikistan has reportedly imported 273,263 tons of oil products, with 34.9 percent of them being gasoline.  Diesel fuel has accounted for 39 percent, aviation fuel – 15.9 percent, fuel oil – 2.0 percent, bitumen – 5.2 percent, and lubricants – 3.0 percent.

The share of Russia in Tajikistan’s fuel market is now 37.6 percent, Kyrgyzstan – 44.4 percent, Turkmenistan – 6.6 percent, and Kazakhstan – 6.5 percent.

According to data from the Customs Service under the Government of Tajikistan, current price for one ton of Russian oil products delivered to Tajikistan is 1,231 USD.  Meanwhile, current price for one ton of oil product from Turkmenistan is 1,345 USD, from Kazakhstan – 862 USD, and from Kyrgyzstan – 899 USD.
