DUSHANBE, April 27, 2015, Asia-Plus – A three-day training to build capacities of governmental and non-governmental organizations on Greenhouse Gases (GHG) inventory and on developing a National State of the Environment Report (NSoER) kicked off in Dushanbe on April 27.

According to EEAS-Dushanbe, the training is organized by the Regional Environmental Center for Central Asia (CAREC) together with the Austrian Environmental Agency (UBA) in the frame of the MONECA component of the EU-FLERMONECA project.

Tajikistan is party to the United Nations Framework Convention on Climate Change and in this regard holds a regular monitoring of several climate change indicators, including GHG emissions.  However, governmental and non-governmental organizations miss technical capacities to ensure a regular and reliable GHG inventory.  Invited trainers from UBA will present technical and institutional processes governing GHG inventory in Austria and Europe.  They will also work with participants on a real example based on data from Tajikistan.  Representatives from Kazakhstan will be invited to present their experience since it is the leading Central Asian country in terms of GHG inventory.

In a second part, MONECA experts will hold a session on developing a National State of the Environment Report (NSoER).  Tajikistan is committed to provide regular and clear environmental information to the general population in a National State of the Environment Report. However, the country has not published an NSoER for several years.  MONECA experts will train Tajik participants on best practices from the European Union, Eastern Europe and the Caucasus.

The training participants include representatives from the State Committee for Environmental Protection, Hydro-Meteorological Services, Agency for Statistics and civil society.

CAREC and UBA are implementing partners for the MONECA component of the EU FLERMONECA project.

The EU FLERMONECA Project is the centerpiece of the regional Environment Program for Central Asia (EURECA 2009) and consists of three components: Forest Law Enforcement and Governance in Central Asia (FLEG Central Asia), Ecological Restoration and Biodiversity Conservation in Central Asia (ERCA) and Environmental monitoring in Central Asia (MONECA).  The global objective of the Action of the FLERMONECA project is to promote the stability and security of the countries of Central Asia, to assist them in their pursuit of sustainable economic development and poverty reduction and to facilitate closer regional cooperation both within Central Asia and between Central Asia and the EU.

The Regional Environmental Center for Central Asia (CAREC) was established in accordance with the decision of the 4th Pan-European Conference held in 1998 in Aarhus (Denmark).  CAREC commenced its operations in 2001, after Kazakhstan ratified the Agreement on Operating Conditions of the Center as an independent, non-commercial and non-partisan organization of the international character.

Founders of CAREC are Central Asian countries consisting of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, as well as the United Nations Development Programme (UNDP) and the European Commission (EC).  Headquartered in Almaty (Kazakhstan), the CAREC has offices in all the five member Central Asian countries.

The Austrian Environmental Agency (UBA) is the national environment agency of Austria.  As such, it is the expert organization of the federal government in Austria for environmental protection, assessment and control that deals with all environmental issues and applies an interdisciplinary approach to environmental media. The UBA currently employs more than 450 experts from all environmentally relevant disciplines to allow an integrative approach to environmental protection and natural resource management issues.
