DUSHANBE, September 30, 2015, Asia-Plus — The project «Technical Assistance to Support the Strengthening of the Health Information System in Tajikistan”, funded by the European Union, conducted nationwide training on data quality and utilization and evidence decision making for 360 health specialists from primary, secondary and tertiary health care facilities, including: top managers, decision makers, and health statisticians.

According to the Delegation of the European Union to Tajikistan, the training has been conducted in collaboration with the Tajik State Medical University named after Abu Ali ibn Sino and Republican Center for Medical Statistics and Information, Ministry of Health and Social Protection of Population of the Republic of Tajikistan in July-September 2015.

The main project goal is to strengthen the health management system, used by the Ministry of Health and Social Protection of Population of the Republic of Tajikistan, the Ministry of Justice of the Republic of Tajikistan, and the Directorate of Acts of Civil State.

The DHIS 2 system has been fully adapted to perform the functions of data entry, analysis, and reporting.  It has been tested and is being used nationwide for online data entry from January 1 2015.  The health statistical reports for the year 2014 were successfully completed with use of the health information system DHIS2.  The civil registration acts, registered in 2015, have been entered by the Civil Registration Offices into DHIS2 in on-line regime.

“The main aim of an HMIS is to produce accurate and applicable data for making evidence based decisions for health systems interventions.  The data quality, data utilization, and evidence decision making are three key components of successful implementation of a HMIS.  The use of data is considered as one of the major challenges during the implementation of an efficient HMIS.  In Tajikistan, for the first time, the training on data quality, data utilization, and evidence decision making has been successfully conducted for the health top managers, decision makers and health statisticians nationwide and created a big interest among the participants.  The training program is also planned to be integrated in the curriculum of studies of the Tajik State Medical University.” said Mr. Salohiddin Miraliyev, Head of Public Health Department, Tajik State Medical University.

The project “Technical Assistance to Support the Strengthening of the Health Information System”, funded by the European Union, with a budget of EUR 3,4 million, will contribute to implementation of electronic reporting in the health care and civil registration systems at the national level.  The project is implemented by EPOS Health Management (Germany) in consortium with ICON-Institute Public Sector (Germany), Oslo University (Norway), and IrfatC (Tajikistan).  The project will be implemented until May 2016.
