The number of job-seeking youth is increasing in Tajikistan and the number of labor migrants returning from the Russian Federation is also increasing.

At the same time, the number of individual entrepreneurs who did not extend the term of their patents is also increasing in the country that is evidence of the fact that small business cannot find its niche in the country’s market or the current conditions are not convenient to it.  

Experts propose to carry out reforms.  They believe that increase in unemployment will lead to social tension in the country.    

Findings of surveys show that 40,000 people every year join ranks of manpower in Tajikistan, while the government fails to promptly create permanent jobs.  

The World Bank report Tajikistan Jobs Diagnostic : Strategic Framework for Jobs shows that the share of potential entrepreneurs trying to start their business is very low – only 11.8 percent that bears witness to considerable obstacles in the way of development of entrepreneurship in the country. 

The National Association of Small and Medium-sized Businesses of Tajikistan proposes to immediately carry out reforms that would concern small business as well review the principles of issuing small business patents and improve social protection of small business.  

Increase in the number of liquidated individual entrepreneurs has reportedly become the main signal for the immediate measures.

According to official statistical data, the number of liquidated individual entrepreneurs in 2017 exceeded 200,000, the majority of them have reportedly curtailed their activities in Dushanbe and the Sughd province – 52,000 and 69,000 respectively.
