The 22nd Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) Member States was held in Kyrgyzstan’s capital, Bishkek, on October26.  

The meeting was reportedly attended by Prime Minister of Belarus Roman Golovchenko, First Vice President of the Islamic Republic of Iran Mohammad Mokhber, Prime Minister of Kazakhstan Alikhan Smailov, Premier of the State Council of the People's Republic of China Li Qiang, Prime Minister of Mongolia Luvsannamsrain Oyun-Erdene, Chairman of the Government of the Russian Federation Mikhail Mishustin, Prime Minister of Tajikistan Qohir Rasoulzoda, Prime Minister of Uzbekistan Abdulla Aripov, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Hojamyrat Geldimyradov, Minister of External Affairs of India Subrahmanyam Jaishankar, and Minister of Foreign Affairs of the Islamic Republic of Pakistan Jalil Abbas Jilani.

Xinhua notes that speaking at the meeting, Chinese Premier Li Qiang reportedly urged all members of the Shanghai Cooperation Organization (SCO) to jointly push forward the Belt and Road cooperation, and further promote the construction of major economic corridors.

Russian Prime Minister Mikhail Mishustin said Thursday that it was a shared priority for Shanghai Cooperation Organization (SCO) members to build resilience amid global challenges.

The SCO must reliably protect citizens and businesses from increasing competition and turbulence, tightening protectionist measures and illegal sanctions that have led to a disruption of the supply chains around the world, Mishustin said in his speech at the 22nd Meeting of the Council of Heads of Government of the SCO Member States.

"We will be able to tackle this together. The progressive growth in mutual trade volumes is direct evidence of this," Mishustin noted.

He added that members need to deepen cooperation in the fuel and energy sector, particularly amid energy price volatility.

The Russian prime minister reportedly also proposed the establishment of an independent regional payment and settlement mechanism for SCO members.

Speaking at the meeting, Kyrgyz Prime Minister Akylbek Japarov called upon the Shanghai Cooperation Organization (SCO) member states to speed up the creation of the SCO Development Bank and Development Fund. 

"These structures, in our vision, help facilitate the implementation of joint projects and would promote a gradual increase in the share of national currencies in mutual settlements between SCO member states," he explained.

1. The joint communique of the 22nd meeting of the Council of Heads of Government of the Shanghai Cooperation Organization member states;

2. Resolution of the Council of Heads of Government of the SCO countries on the events and meetings held under the Program of Multifaceted Trade and Economic Cooperation of SCO Countries;

3. Resolution of the Council of Heads of Government on financial report of SCO on implementation of 2022 budget;

4. Resolution on Shanghai Cooperation Organization budget for 2024;

5. Resolution of the Council of Heads of Government of the SCO countries on financial rules of the Shanghai Cooperation Organization;

6. Resolution of the Council of Heads of Government of the SCO countries on provision on support, guarantees and compensations for officials of permanent bodies of the Shanghai Cooperation Organization;

7. Resolution of the Council of Heads of Government of the SCO countries on the report of the external audit commission on audit of SCO permanent bodies;

8. Resolution of the Council of Heads of Government of the SCO countries on action plan on implementation of the concept of interaction between railway administrations of SCO countries (Tashkent, November 2019);

9. Resolution of the Council of Heads of Government of the SCO countries on staffing of SCO Secretariat;

10. Resolution on staffing of the Executive Committee of SCO Regional Anti-Terrorism Structure;

11. Resolution of the Council of Heads of Government of the SCO countries on concept of the digital meeting of buyers and sellers from SCO region;

12. Protocol with changes to the agreement on order of functioning and implementation of SCO budget of December 1, 2017;

13. Initiative to study prospects of cooperation between ministries and agencies of SCO countries responsible for foreign economic and trade activities in the sphere of digital trade;

14. Action Plan for Year of Ecology in SCO countries in 2024.
