Tajikistan is establishing a Road Fund to pay for the building and maintenance of the country’s road network.  The Ministry of Transport (MoT) press center says President Emomali Rahmon signed the corresponding government decree on December 26, 2024. 

The ministry has reportedly been tasked with collaborating with relevant authorities to submit proposals on organizational, legal, and financial aspects of the Road Fund’s establishment to the government within three months.

According to MoT, the creation of the fund represents another step in implementing reforms in Tajikistan’s road and transport sector.  

These reforms reportedly include a one-stop shop system for export, import, and transit operations; the establishment of a Center for Transport Sector Digitalization, a Regional Center for Transport Diplomacy, and a laboratory under the state-owned Research Institute of Transport Design.

Another key initiative is the inventory and subsequent certification of road assets. To facilitate this, the automated ROMDAS system, which collects data on the condition of highways, has been introduced.

In the 2024, Global Road Quality Ranking by the World Economic Forum, Tajikistan ranked 44th among 165 countries, climbing six positions.

The MoT has also completed 45 regulatory acts governing the country’s transport sector.  These documents have been approved by the government and implemented.

Prepared in accordance with Tajikistan’s law "On Roads and Road Activities" and the Road Transport Code, these regulations reportedly establish a unified system of rules for the effective management and financing of the country’s road infrastructure.
