Residents of two houses on Huseynzoda Street in Dushanbe, known as "government", appealed to the President of Tajikistan Emomali Rahmon and the mayor of the capital, Rustam Emomali, with a request to intervene in their conflict with the Calypso company, which plans to build a multi-storey building on the site of these houses. The open appeal of the residents was published by the newspaper "Vecherka".
The authors of the appeal claim "gross violations of the law" on the part of the developer. Residents of houses No. 33 and No. 33/1, which are to be demolished, fear not only for their homes, but also for their health, since many of them are elderly people and labor veterans.
"Today we are faced with a serious threat: the developer LLC Calypso is planning to demolish our houses and build a 25–storey building in their place, acting in violation of the laws and putting pressure on residents. We are not provided with equivalent housing and decent conditions for moving. The law obliges us to do this, but our rights are ignored.
The developer offers us half the actual market price in our area for our apartments. It's not just unfair, it's an attempt to take our house for nothing. They're trying to evict us through the courts. Decisions are made behind our backs," the appeal says.
According to the authors of the letter, representatives of the developer do not make contact with the residents and ignore their demands, forcing them to accept unfair conditions.
"Elderly people are under pressure – labor veterans, pensioners, those who have worked all their lives for the benefit of our Tajikistan. For many of them, moving is not only the loss of a home, but also a serious health risk. We have been deprived of the right to vote in a matter that decides the fate of our home and life," the residents write.
The authors of the appeal believe that Calypso LLC is acting in violation of a number of laws of the country, in particular, Article 31 of the Urban Planning Code of the Republic of Tajikistan: at the time of receipt of Resolution No. 708 dated 10/21/2024 for the design of two 25–storey buildings, the company did not have a license for construction activities. In addition, according to the residents, "the developer had no right to start reconstruction or demolition of residential buildings without the notarial consent of all owners."
The appeal says that on 06/10/2025, the developer received a license of the third category, which allows construction only up to 5 floors, but at the same time plans to erect a giant 25–storey building.
They also draw attention to the fact that more than 100 perennial trees grow in the area around the houses, including plane trees 40-50 years old, which form a favorable microclimate, purify the air from dust and reduce the temperature in summer.
"Their destruction will lead to an increase in dust, gas pollution and deterioration of the health of residents. This violates Articles 8, 9 and 31 of the Urban Planning Code of the Republic of Tajikistan and endangers the ecological balance of the district," the appeal says.
Residents are asking the President of the country and the mayor of Dushanbe to take personal control of the situation and "instruct the Prosecutor General's Office of the Republic of Tajikistan, the Committee on Architecture and Construction and other government agencies to conduct an honest and complete review of the developer's actions" for violations of the law.
"We believe that only your intervention can stop the injustice we are facing. Anyone who has violated the law must be held accountable. We ask you to instruct us to stop all illegal construction and dismantling works that destroy our house, our yard, and oblige the developer to provide us with fair compensation and resettlement conditions so that we are not thrown out on the street. For us, these are not just requests – they are a cry for help from those who want to live peacefully in their home," the authors of the letter conclude.
