Tajikistan and Russia sign 16 new agreements following high-level talks in Dushanbe

Tajikistan and Russia have signed 16 new cooperation agreements following a meeting between President Emomali Rahmon and Russian President Vladimir Putin on October 9 in Dushanbe. The talks, held first in a one-on-one format and later expanded to include both delegations, were described as constructive and reaffirmed the close allied relationship between the two countries.

The two leaders signed a joint declaration aimed at deepening the strategic partnership and alliance between Tajikistan and Russia.  

According to the Tajik president's press service, the document outlines joint efforts to expand cooperation in political, economic, cultural, humanitarian, and defense spheres, as well as coordination on the international stage.

The15 additional agreements signed between Tajikistan and Russia on October 9, 2025:

1. Action Plan (2025–2030) to increase bilateral trade volumes.
2. Investment agreement to establish a light industry cluster in Tajikistan by Russia’s BTK Group.
3. Agreement on the legal status of interior and migration offices in both countries.
4. Medical screening agreement for Tajik citizens entering Russia for employment purposes.
5. Amendments to the 2019 agreement on organized recruitment of Tajik labor migrants to Russia.
6. Cooperation agreement between the National Guard of Tajikistan and Russia’s National Guard Forces.
7. Geospatial cooperation agreement between land and cadastre authorities of both countries, within the CIS geoportal framework.
8. Transport cooperation roadmap (2025–2030) between the Ministries of Transport.
9. Memorandum on cholera prevention between the Tajik and Russian health authorities.
10. Education cooperation MoU between vocational education authorities of Tajikistan and Russia’s Ministry of Education.
11. Roadmap with Rosatom on radiation studies and feasibility for rehabilitating the “Digmay” tailings site in Tajikistan.
12. Health regulation MoU between the health supervisory agencies of both countries.
13. Communications MoU covering radio spectrum use, countering illicit content online, and data protection cooperation.
14. Investment agreement to establish a Tajik–Russian industrial park at the “Machine-Building Plant” in Tajikistan.
15. Public administration training agreement between Tajikistan’s Civil Service Agency and Russia’s Presidential Academy.

Presidential Statements

At the joint press conference, President Putin emphasized the friendly and allied nature of Russia–Tajikistan relations, noting that both countries “share similar positions on key international issues” and remain committed to “the principles of international law, sovereignty, and non-interference.”

He highlighted the contribution of over one million Tajik citizens working in Russia across sectors like construction, transportation, and logistics, calling their role “significant for the Russian economy.” He also stressed Russia's commitment to ensuring decent working conditions for Tajik migrants.

President Rahmon described the talks as a reaffirmation of the strong partnership between the two nations. Discussions covered trade, investment, industrial cooperation, energy, transport, and the digital economy, with a special focus on humanitarian ties in education, culture, and science.

“We also exchanged views on enhancing coordination within international and regional organizations, where our positions traditionally align,” Rahmon said, adding that new agreements on labor migration would further strengthen legal and institutional cooperation in this area.

The Tajik president expressed confidence that the outcomes of the summit would open new horizons for Tajik–Russian relations.
