DUSHANBE, June 3, 2015, Asia-Plus — The project, Technical Assistance to Support the Strengthening of the Health Information System in Tajikistan, funded by the European Union, jointly with the UNDP Rule of Law and Access of Justice Program conducted a study tour to Moldova for the Delegation of 12 specialists from the Civil Registration Offices, Ministry of Justice of Tajikistan headed by Mrs. Shahnoza Anvar Nodiri, Deputy Minister of Justice.
According to the European Union Delegation to Tajikistan, one of the project goals is to consolidate reliable data collected by the Ministry of Health and Social Protection of Population (MoHSPP) with the statistical data obtained from other sources, such as CRO, Agency on Statistics (AS) under President of Tajikistan, and vertical programs, to ensure effective management.
For this purpose, the integrated information system DHIS2 is being implemented in health institutions and offices of civil registration.
The participants reportedly visited the Ministry of Justice of Moldova, Civil Registration Service, National Population Register, e-Governance Center, Center of Special Telecommunication and Academy of Public Administration under the President of Moldova. The particular attention was given to the Civil Registration experience: legislative and organizational reforms, information systems, ways of computerization and peculiarities of registration, methods of the interaction between the various agencies for generating correct statistics, and the development of the national register of the population. The issues of interest were also history of development and introduction of information systems, search for optimization solutions, their costs and sustainability and further reforms.
“Talking about the main moments of the Moldovan experience, firstly it needs to be mentioned that it was started on the Government level and it was started with the correct mathematical tasks, for example, with the introduction of the individual identification number of the citizen. Identification number of the citizen is needed (besides its direct purpose) to link together all the data on the person from various sources and agencies to enable analysis and generalized data use. All the statistical data including births and deaths are linked to the concrete person and these data are easily put together. This mathematical model was used as a basis for the development of the National Population Register. This might be called the core of the whole system and this “core” is being used in all the agencies in Moldova including the CRO” said Mr. Ion Stanciu, the Project Key Expert.
The project, Technical Assistance to Support the Strengthening of the Health Information System, funded by the European Union, with a budget of EUR 3.4 million, will contribute to implementation of electronic reporting in the health care and civil registration systems at the national level. The project is implemented by EPOS Health Management (Germany) in consortium with ICON-Institute Public Sector (Germany), Oslo University (Norway), and IrfatC (Tajikistan).
The project will be implemented until May 2016.
