A bill exempting people, who have entered into a contract for military service during the so-called “special military operation”, from criminal liability has been submitted for consideration to the State Duma (Russia’s lower chamber of parliament).

RBC says that according to data of the State Duma Legislative Support System (SOZD), the bill, authored by the State Duma Defense Committee head Andrey Kartapolov and the head of the Federation Council (Russia’s upper chamber of parliament) Committee for Constitutional Legislative Andrey Klishas, was submitted for consideration to the State Duma on March 6.  

Andrey Klishas clarified in his Telegram-Channel that the submitted package of bills also lists the circumstances for conditional release or expungement of a criminal record of participants of the “special military operation” in Ukraine.    

Among them are awarding a person with a state award received during military service;  discharge of a person from military service for health reasons or in connection with reaching the age limit for military service; and discharge of a person from military service due to the end of the mobilization period, the termination of martial law or effluxion of wartime.
