QURGHON TEPPA, April 17, Asia-Plus – Deputy Khatlon governor, Shodi Kabirov, names dishonest activities of futures companies as one of the main factories contributing to increase in debts of farming units in the region.
On Friday April 14, Shodi Kabirov telling a board meeting of the Khatlon prosecutor’s office noted that a total debt of farms in the region has amounted to US$207.174 million as of April 1.
According to him, futures companies have raised gasoline prices several times. “The same situation is with the mineral fertilizers as well,” the Khatlon official said, noting that therefore farmers cannot go out of the crisis.
Sohibnazar Quvvatov, an official with the Khatlon prosecutor’s office, for his part, reported on violations committed during reorganization of collective farms into the dehqan (peasant) farms. “Properties of these farms have been divided among shareholders unequally,” said Quvvatov, “A part of the properties has been sold for repaying tax debts, while debts on paying wages and other debts have remained to be paid by the dehqan farms.”
Besides, cases of misappropriation of fuels have been revealed in some districts of the region and criminal proceedings have been instituted against officials responsible for this, according to the prosecutor.
“Commission charged to deal with restructuring of the collective farms does not fulfill its duties properly,” said Quvvatov, “There are no any documents, except resolutions by chairmen of the districts, on restructuring these farms. Some officials even do not know that they are members of this commission.”
The Khatlon prosecutor Foziljon Okhunov telling the meeting ordered the district prosecutors to check contracts and other documents concluded between the futures companies and farming units and monthly report on the results to the regional prosecutor’s office.
