DUSHANBE, April 24, 2010, Asia-Plus — Ten companies will participate in a tender for carrying out techno-economic and environmental and social studies for the Roghun hydroelectricity project, Deputy Energy and Industries Minister, Poulod Muhiddinov, told reporters in Dushanbe on April 23.
According to him, the tender will take place in late May or early June this year and representatives of the companies will begin to arrive in Tajikistan starting on April 26.
Muhiddinov noted that the following companies and consortiums were selected to participate in the tender for carrying out techno-economic assessment: WS Atkins (U.K.); consortium of three companies – ELC-Electroconsult (Italy) – Coyne et Bellier (France) – IPA Energy Water Consulting (U.K.); SNC Lavalin Group Inc. (Canada); Mott Mac Donald (U.K.) jointly with Temelsu International Engineering Services Inc. (Turkey); Nippon Koei Co Ltd. (Japan); and consortium EDF (France)–Fichtner (Germany)–Stocky Engineering (Switzerland).
“Foster Wheeler/Battler (the United States), Golder Associates Ltd (Japan), Sterling International Group Inc (the United States) and Poyry Energy Ltd (Switzerland) will participate in the tender for carrying out environmental and social studies,” the deputy minister said.
He noted that under the memorandum of understanding (MoU) signed between the World Bank and the Government of Tajikistan, if the techno-economic and social and environmental studies findings were positive for Tajikistan the World Bank would assist with attraction of funds for construction of the Roghun HPP.
Muhiddinov also told reporters that a group of the World Bank specialists, numbering nine persons, arrived in Dushanbe on April 20.
“On April 21-22 they visited the Roghun site, where they jointly with specialists from the Ministry of Energy and Industries got acquainted with the process of recovery work,” said he, “They also visited Sicharogh and Yelok areas where main equipment for construction of the plant, including two units that had been delivered to the country in the Soviet time already, are kept. The World bank experts also met with specialists involved in recovery work, representatives of contract organizations, designers and representatives from a number of ministries and departments of the country.”
The deputy minister stressed that the World Bank specialists had expressed satisfaction with the progress of recovery on the Roghun site. “The main directions of cooperation between the Government and the World Bank specialists have already been coordinated,” Muhiddinov added.
