DUSHANBE. 24 May. Asia-Plus — The state commission has been set up to investigate situation around the Dushanbe-Chanak road, Head of the Department of Information, Recordation and International Relations Elena Rahimova told the AP.

According to Rahimova, the commission consists of representatives of related ministries and departments, officers from security services, interior and customs officials, representatives of the Khukumat of Varzob region and transport associations of the republic.

The idea was initiated by the antimonopoly structure with the goal to prevent further violation of antimonopoly legislation and other legislative and normative acts of Tajikistan starting from the Principal Law – the Constitution of the country, she noted.

“All these violations are made by the Innovative Road Solutions (IRS) company which is responsible for management of the tolling mechanism at the Dushanbe-Chanak highway,” Rahimova has said.

“Antimonopoly service has already submitted its recommendations to the newly established governmental commission,” she said. “In particular, we recommend to revise the existing contract between IRS and the government of Tajikistan and identify whether it coincides with the legislation of Tajikistan and other normative and legal acts. The existing contract contradicts the notion of concession and does not have elementary attributes which should be specified in the contract such as legal address of the company, bank details and so forth. Elementary consumers’ rights were violated along with multiple violations of pricing policy, tariffs and many other things.”

According to Rahimova, on May 17 this year Tajik Antimonopoly Service has launched an official investigation over violation of the antimonopoly legislation of Tajikistan by IRS. This case will be heard on May 27 at 10a.m. “The move is connected with the fact that IRS continues to charge fees despite of our multiple requests to suspend this practice,” she stressed.

She added that Tajik Antimonopoly Service invites all interested media to take part in the open hearings. “We will present a document sent by IRS to the government of Tajikistan with quite doubtful signature of acting director of the company Karimov F., whose duties, more likely, are being performed by some other person. This is another secret covered by the dark,” she stressed.
