President urges adult education centers to train more than 100,000 specialists

DUSHANBE, March 16, 2012, Asia-Plus  — On Thursday March 15, President Emomali Rahmon visited the National Adult Education Center in Dushanbe.

Established in 2008 under the Ministry of Labor and Social Protection, the Center reportedly has its branches in Qurghon Teppa, Kulob, Konibodom, and Tojikobod.

According to the presidential press service, the National Adult Education Center was set up in Dushanbe under public financing and financial support from donor countries and international humanitarian organizations.

People of different age groups, primarily unemployed and labor migrants, are taking training courses at the Center on 48 specialties and vocations.

In 2011 alone, 45,000 people, with nearly 50 percent of them being women, took vocational training courses at 28 similar centers under the Ministry of labor and Social Protection the Center, which is 4 times more than in 2010.

The head of state urged the adult education centers to train more 100,000 specialists per year due to improving training management and organizing training in three shifts.

The material and technical basis as well as production facilities of the Center have been improved due to support from the Federal Republic of Germany, Turkey and Iran, the source said.  Thus, the automobile service center has been provided with equipment under support of the Government of Germany and its instructors took refresher courses in Germany.  

It is to be noted that DVV International (Institute for International Cooperation of the German Adult Education Association) is one of organizations supporting development of adult education in Tajikistan.

DVV International has been involved in the country since the beginning of 2003 and the following activities are implemented: non-formal education for economic migrant families and people with disabilities; support for regional Adult Education Centers under the Ministry of Labor and Social Protection (After having worked mainly with the National Adult Education Centre in Dushanbe in recent years, starting in 2012 the commitment will be expanded to two regional centers in Khatlon province. In a first step, 20 employees from the centers are to be trained in local labor market analysis, curriculum development and the preparation of job descriptions.); Adult Education Association of Tajikistan (When it comes to spreading the concept of Adult Education and LLL, the association is DVV International”s most important partner. The organizational development of the Association, as well as the 24 member-organisations, fundraising and implementation of the Innovation Fund, will promote capacity-building and expand the AE offers in Tajikistan.); and organizational support for the National Vocational Orientation Center (40 staff members from the National Vocational Orientation Center will be trained in new methods of adult vocational orientation, organizational development, strategic planning and testing as well as in methods of empirical social research in order to enhance the long term quality of services of the centre. In addition, the aim is to also formulate a strategic development plan for 2012-2015 and improve the infrastructure facilities of the center.)
